Extra washers are not required unless you're planning to do something less typical which calls for extra washers. Sometimes very thin materials work better with two washers. Additionally, special finishes such as antique brass, chemical black oxide, and others tend to promote washers sticking to each other. If you set a lot of grommets with multiple washers, consider purchasing extra washers for your brass #3 grommets.
